Where can I get info on tertiary loans?

I read when you cannot get a loan due to bad credit.... (or in my case paying off all debt) that there are high interest loans, tertiary loans and another type I can't remember.These companies are specifically set up to help people with bad credit. They are about the only lenders for such but... the interest is extremely high. They are supposed to be good to reestablish your credit. I need a LOAN and the Experian and Equifax scores are low 568. TransUnion however is 675.

I already been to Prosper.com and according to their credit rating system... my score is below 520 and they won't help me.

I applied with Prosper.com and they denied me because my score was too low. They say that they use Experian your score and that it has to be at least 520 to apply. I pulled my credit report and my score is 526 with Experian so I am not sure why they wouldn't help me.
